Governments seeking to combat global warming are giving incentives for
low-carbon energy production and penalizing industries that emit greenhouse gas
emissions from fossil fuels.
The credit crisis has spurred support for a "carbon revolution" to create
jobs, but will also curb investment as energy demand and prices fall and
project Finance ebbs.
World leaders met at U.N. headquarters on Sept. 22 for a one-day climate
summit to try to unlock 190-nation negotiations on a new deal to combat global
warming. The deal is due to be finalized in Copenhagen in December to replace
the 1997 Kyoto protocol on fighting climate change.

PRAGUE, Sept 30 (Reuters) - The Czech Republic has agreed to sell 20 million tonnes of surplus greenhouse gas emissions rights to Japanese firm Mitsui & Co., and the country is in talks to make further deals, Czech officials said.
The sale is on top of the 40 million tonnes of credits the Czech government agreed to sell to Japan in March in a government-to-government deal.
The Czech environment ministry did not disclose financial details of the deal to sell the so-called Assigned Amount Units (AAUs), which can be used by governments to meet emissions targets under Kyoto.
"At the same time we also negotiate about a sale of AAU units with the parties concerned from other states and private companies," said Jan Dusik, first deputy at the Ministry for Environment, said in a statement on Tuesday.
In July, a Czech government official said the country expected to sell most of its 100 million tonnes of surplus emissions rights this year to European Union governments and private companies.
Critics call AAUs "hot air" on grounds most were generated through restructuring in eastern Europe in the 1990s, when polluting industries in ex-communist countries were shutting anyway, rather than by new investment in clean energy.

The Senate Democrats' draft legislation, which was circulating on Capitol Hill, embraces major elements of a controversial bill that passed the House of Representatives in June.
Both bills would establish a "cap and trade" system for replacing dirty, polluting fossil fuels with cleaner solar, wind and other alternative energies to power factories and oil refineries and to produce electricity.
Under cap and trade, carbon dioxide emissions would drop and companies would be allowed to sell to each other the pollution permits that would control those emissions.
Unless the draft bill is changed last-minute, Senators Barbara Boxer and John Kerry have written a measure that aims to reduce smokestack emissions of carbon dioxide by 20 percent by 2020 and 83 percent by 2050 from 2005 levels.
The short-term goal is slightly more ambitious than the House's 17 percent target.
Either way, the U.S. Congress has been criticized by many countries for advancing legislation that they say would inadequately address the global warming problem, especially with a December deadline looming for an international deal on next steps.
Senate Republicans quickly denounced the Democrats' 800-page bill.
When asked by Reuters if he could support the Democrats' bill Senator John McCain said: "Of course not. Never, never, never."
McCain complained that the Democratic bill merely paid lip-service to the nuclear power industry. Republicans want to encourage the building of new nuclear generating facilities with additional government aid in the climate bill. They argue it is a necessary tool in expanding "clean energy."
Republicans' harsh words could preview a divisive fight over environmental legislation, similar to the bitter struggle now being waged over healthcare reform. Their opposition underscored the uncertainty over the bill's fate this year.
In coming weeks, Boxer's Environment and Public Works Committee will have to plug in key details still unresolved in their draft bill.
Those include identifying which industry sectors are to get a fixed number of free government permits to emit declining amounts of carbon dioxide in coming years, which was the subject of intense lobbying during the House debate of its bill.
If the Senate cannot manage to pass a climate bill this year, Democrats would likely take up the debate again in 2010.

Toate companiile aeriene, europene sau nu, care au zboruri regulate în Uniunea Europeană, vor trebui să respecte un plafon ce corespunde în 2012 cu 97% din media emisiilor de gaze cu efect de seră din perioada 2004-2006, care va trebui să coboare la 95% în 2013, potrivit CE. În faţa avalanşei de proteste, Bruxelles-ul care ar fi urmat să anunţe plafonul emisiilor (reprezentând media acestora) la începutul lunii august, a amânat publicarea cifrelor pentru toamnă.
Potrivit unor calcule iniţiale, media ar ajunge la 216 milioane tone de CO2 în intervalul 2004-2006 pentru ansamblul sectorului, ceea ce ar duce la un plafon de 210 milioane emisii pentru 2012.
Companiile cel mai puternic afectate de decizia Bruxelles-ului ar urma să fie Delta Air Lines, United Airlines, British Airways, Ryanair, Qantas, Continental Airlines, EasyJet, Thai Airways, American Airlines şi Air France-KLM. Numai de la acestea sumele de plătit s-ar ridica la 351,6 milioane euro, la un cost de 14,40 euro pe tona de CO2 emisă.

În faţa avalanşei de proteste, Bruxelles-ul care ar fi urmat să anunţe plafonul emisiilor (reprezentând media acestora) la începutul lunii august, a amânat publicarea cifrelor pentru toamnă.
Potrivit unor calcule iniţiale, media ar ajunge la 216 milioane tone de CO2 în intervalul 2004-2006 pentru ansamblul sectorului, ceea ce ar duce la un plafon de 210 milioane emisii pentru 2012.
Companiile cel mai puternic afectate de decizia Bruxelles-ului ar urma să fie Delta Air Lines, United Airlines, British Airways, Ryanair, Qantas, Continental Airlines, EasyJet, Thai Airways, American Airlines şi Air France-KLM. Numai de la acestea sumele de plătit s-ar ridica la 351,6 milioane euro, la un cost de 14,40 euro pe tona de CO2 emisă.
